Most land disputes in Bihar start with one mistake — not checking papers before registry. Someone sells land not recorded in their name, someone sells mortgaged land, or the same plot is sold twice. The good news is that most checks can now be done online from home. Here are 10 steps every buyer should complete before paying an advance.

Step 1: A live jamabandi in the seller’s name
Search the jamabandi register by khesra or seller’s name. The land must be recorded in the seller’s name. If it’s still in an ancestor’s name, ask for an inheritance mutation first.
Step 2: Match area and khesra
Does the seller’s jamabandi carry at least the area being sold? A khesra may be split among several people, so match area khesra by khesra. Our unit converter helps with units.
Step 3: Ownership chain from the khatiyan
Check the khatiyan for who held it at survey time, then link old deeds and mutations down to the seller. Be careful if the chain breaks.
Step 4: The plot on Bhu-Naksha
Open the khesra on Bhu-Naksha — location, shape, road access, and whether the stated boundaries match the map.
Step 5: Mortgage check
Use Bihar Bhumi’s encumbered-land search with khata-khesra to see if the land is mortgaged to a bank, and ask the registry office about encumbrances too.
Step 6: Pending mutations and public notices
Is another mutation pending on the same khesra? Check mutation status and the mauza’s public notices. If someone else already bought this land and applied for mutation, that’s a major red flag.
Step 7: Revenue or civil court cases
Search RCMS for cases in Circle, DCLR and other revenue courts. Ask the seller in writing about any civil suit, and for big deals have an advocate check civil court records.
Step 8: Updated rent receipt
Check on the Bhu-Lagan portal that rent is paid up; ask the seller to clear dues before registry.
Step 9: Land type and MVR
Confirm the land is raiyati and not gair-mazarua (government) or another restricted category. Know the MVR (government rate) — stamp duty is charged on the higher of deal value and MVR. Estimate total cost with our stamp duty calculator.
Step 10: Site visit
Visit the land. Who is in possession? Who are the neighbours, and do they accept the seller as owner? If needed, get an e-Mapi measurement before registry.
Red flags you shouldn’t ignore
| Sign | What it may mean |
|---|---|
| Seller rushes the registry | Hiding a dispute or another sale |
| Jamabandi in someone else’s name | Seller has no right to sell |
| Big area gap between deed and jamabandi | Your mutation will stall later |
| Only photocopies, no originals | Originals mortgaged or in dispute |
| Neighbours don’t accept the seller as owner | Possession dispute |
Apply for mutation immediately, pay rent in your name after approval and turn on SMS alerts. The full list is in our document checklist under “Checks before buying land”.
FAQs
Can registry happen if the jamabandi isn’t in the seller’s name?
The jamabandi status matters a lot for registry and mutation. If it’s in someone else’s name your mutation may stall later — get the record fixed first and consult an advocate.
Are online checks enough?
No. They’re the essential first step, but a site visit, seeing original documents and legal advice for big deals are all needed.
Bottom line: finish these 10 steps before paying an advance. Skip any one of jamabandi, khatiyan, map, mortgage, cases, rent or site check, and you risk years of dispute.
